My sons father is receiving disability from social security and supplemental income can my son receive a portion of this since his father is not paying child support ?

Yes you need to go to the social security office and file for him.
My x didn't pay child support and I got $80. For each of my kids through his disability. It has gone up that was back in the 90's.
