I have water pipes wrapped with asbestos that is wrapped with some type of cloth, in one portion the asbestos has not been wrapped with the cloth what is the best way to cover it.

Do you know for sure it is asbestos?

Yes

The best idea with anything asbestos is to leave it alone! Any attempt to mess with the section that is unlined will certainly create asbestos dust so really just best to leave it alone.

If you really need to cover this you can buy a roll of cotton tape and wrap that around the pipe until all is covered. Wrap loosly and try not to disturb as much as possible!!
