The wife needs to file for divorce and to apply for assistance with a local social services agency. They can then advise what action to take against the husband/father.
Yes, his wife goes to Court to file against him for support and the Court locates him - if it can.
She also applies for public assistance and they make every attempt to track him down.
In the age of computers it is relatively difficult to disappear although it may take some time for him to show up on the radar.
I have a friend who had an interesting solution to the same problem - she called the Police and reported him missing. She thought maybe he just left but what if he didn't - ? The Police took an interest and located him. Don't know if it always works but it was a creative solution.
In the short term, she goes to welfare office, check with her local pastor for assitance available.

As others have said she files for divorce. With the divorce comes child support. I did notice that you put the term arrested in your question... does that mean he is in jail currently? If so then there will be no way of collecting support obviously until he is released.
