    A short circuit from a hot wire to a ground wire that is not grounded properly would cause a ground wire to test hot.

    A properly grounded ground wire would cause current flow to increase quickly to cause an overcurrent device to open.

    Why do you ask such a broad question?

    Because I have an outlet that has become hot after plugging in space heaters also it has knocked out several other outlets in the house as well however it reads well from the box

    Explain a bit better. You are not giving us any details.
    Are you getting a hot/ground reversed reading on one of those plug-in testers? HOW do you know the ground is "hot".

    Considering the lack of details I am thinking open neutral somewhere.
