Where is the MAIN RELAY located?
Your main relay should be located on the left sidewall, near your left knee. Probably to the left of the under-dash fuse box. It will likely be a gray box, approximately 2" x 1" x 1.5.", with a 2-1/8" mounting bracket attached to it. It is often attached to the side wall, near the hood release, with a 10mm bolt. If you turn your key on and off, you will likely hear it "click." Easiest to remove the lower dash panel for access.
I am practically taking everything apart on my dash to find the MAIN RELAY. I see everything regarding fuses and wires, but I can not find the main relay.
Turn the ignition switch on and off, then you should hear the first relay in the main relay "click."
I hear it, but, how do I get to it? Do I have to be totally submerged under the dash?
Yes. Believe me, it's one thing to take it out and it's another to replace it. That's why you want to make sure your diagnosis is correct.
I'm sure the diagnosis is correct. My step father is a very knowlegable mechanic. Only he can not do the things he used to. I've already purchaced a new main relay. I just don't see anything that looks like the new one in my hand.
The color and size of the box changes, depending upon whether you bought an aftermarket relay. The important thing is the connector--it must be the same.
I have one that looks like the measurements you mentioned before. Should it be located on the left or right of the steering colomn? Should it be connected with something else?
Normally, they are to the left of the steering wheel, but I have seen pictures of a few located just right of the steering wheel. Because of their size and weight, they have a bracket and bolt to securely mount them. Sound and vibration should lead you right to it.
Once you locate it, squeeze the release lever on the connector and, using a small screwdriver, then a larger, wide blade screwdriver, carefully separate the connector from the relay. It takes gentle, careful prying to separate them. Spray WD-40 on the connector and reassemble. Dielectric grease would be even better.
I want to thank you for your help. But, I still could not find the main relay. I've spent all morning under the dash.
Would it help, if you had someone else turn the key on and off, while you were under the dash listening?
I tried doing that myself, but, the 'dings' from having the key in the ignition doesn't help. Also, because the relay is faulty, I don't think it's making any noise.
Take pictures of stuff you see, and we'll try to point it out for you.
For example, when I took my main relay out, I was lying across both seats, with my feet out the passenger's door, my head under the pedals, e-brake in my ribs and dust falling from under the dash into my eyes looking up.
Could you wait until the dings pass and then try turning on and off? Maybe buy a Haynes Manual or consult one for your year Accord.
I hate to say that I gave up. But, it's getting late, and, I've been at this all day. I want to thank you for you time and help. I WILL get this thing tomorrow.

I did it. I wish I had the picture I just saw on the web site you just told me.
I removed the Cruise Control box, and there it was. When I began the 'Main Relay' journey, I was looking for a little grey box. To my surprise it is 'plug part facing down'. So all I saw was wires.
Once I plugged in the new one, bbrrrruuuummmm... the car started right up. (And, it's hot and humid here in NJ)
The web site tells you to fix it just like I did.
