I need to know if there is a edision service box able to connect to two different 200amp panels from the same meter. One for a house and another to a garage off two separte 200amp breakers

What is an edison box? Do you mean a meter enclosure?

If so there are many different ways to do what you want. Typical would be a 320/400A meter pan with dual lugs on the load side, each to a main disconnect.

Your electrician should be able to explain all this and how he is planning on doing it.
