I am wanting to know if I would still be able to get my other ear pierced if I had pierced it on my own about 4 years back but took it out right after piercing it,I am concerned that it could have possibly gotten tough inside and it would be unable to get a piercing needle through it but when I feel my ear it feels pretty soft

If you can't feel anything in the area it had been pierced then there is probably no scar tissue. I had my belly button pierced and then re-pierced fine because there was no scar tissue. Sounds like you will have no problem.

Of course you can get it re-pierced just make sure it's by a professional and be warned ti may be painful if there is scar tissue. Be careful.
