It is generally not a question of speed, although a river is usually faster, but the size of the body of water.A river is just that, a river. Think about what you've seen. The Chicago river, Colorado River, Mississippi River, el rio grande, they're generally pretty big, enough to use a boat on. But creeks are just small tributaries reduced to practically a trickle.

This is obviously a homework question. Think about it. Where are the A. creeks and B. rivers usually located and where are they in the water movement scheme of things between the water source (a spring) and the ocean or lake?
