I want to mention a paragraph on Human resource manual that every head of department that he has to assign a delegate person during his absence to take his responsibility and act on his behalf. And this person should be qualified
And I need to inform that the form of delegation during leave or business trip shoud be signed and approved by HR .

Before taking leave or going on a business trip, each department head must announce the name of his qualified substitute who has already been approved in writing by the HR department. The substitute will take on all the department head's responsibilities and act in his stead.
