The background check is done by the police and submitted on request to the company. Some records are public knowledge though, such as driving offences.
This is done here in Ontario when an applicant has to be bonded for certain jobs. In this case the applicant goes to the police station and pays $25. To have a backgrond check as a condition of employment.

Not really. If in the U.S. I or anybody can go down to visit a courthouse and view the criminal records of someone. It's a matter of public record. It's okay for others to view them because they aren't protected from viewing by the general public.
I'm sure that someone else will come along who might elaborate more succinctly about that.

I guess that's it,I am in an other country,sg be specific, I called the criminal record office, it seems they keep it as a regulatory issue,only authorities can view this info, also ,even if you apply for a no criminal record report, you have to have the letter issued by immigration office from other countries,any other countries are like this?I though france do the same?

It would have been helpful if we'd known what country about which you were inquiring. In the United States, criminal records are a matter of public record. If you're from a different country, then I'm not sure what can be divulged.

A company can conduct an international criminal check using a background check company. It's expensive (usually), and not all countries disclose the information or records. Singapore, based on what you've said appears to not disclose, or, they might disclose only convictions, or only felonies. Every country is different.
Your record of convictions is public record, and it is easy to research. Either by a report from the police thierself or from any number of private search firms.
The private firms will often even find or have records of previouly sealed records.
