Use a good conditioner each time you shampoo. If I didn't use conditioner my hair would be super staticy in the winter.

An after care product can really help. I use TIGI. Yes, make sure you use a shampoo and conditioner that is low in alcohol.

During the day, try using a dryer sheet.. yeah sounds weird.. but it works. Oh and not a brand new one.. after its already been through the dryer.

Use products specifically formulated for fine hair. There are lots of anti-static ones on the market. Got2Be has some good ones. I would also recommend using a gel instead of a mousse. A mousse usually has a high alcohol content.

My hair is super fine too, and I agree with the dryer sheet idea, although I do use mine right out of the box, and just run it over the top to get rid of the fly aways. Gives your hair that ocean fresh smell too! Lol.

I would also try a hot oil treatment too once a week or so. You don't even have to buy the little tubes at the store. You can use olive oil. Warm it for just a few seconds in the mic, and put it on towel dried hair, and wrap it with a towel that you have warmed in the dryer, and let it sit for 20 minutes or so, and then rinse it out and use a mild shampoo made for fine hair. That seems to work a lot for static problems for me. Hope it works for you! :)
