Searching through the military member fields I could not find any listings for an, Elf Lloyd Devonish. I have provided contact information to the installation which you believe he maybe stationed. There was a profile listing a daughters name to one, E. Lloyd Devonish, Jamaica. Do you know of any other family members by chance? Was/is he originally from Jamaica, or Jamaica, NY?

Hi again. ELF LlOYD DEVONISH is from Jamaica (In the Caribbean), I met his daughter once when I was much younger, her name is SYDONNA DEVONISH and she was living in Yallahs (Jamaica). I met his sister once when I was younger her name is GRACE DEVONISH.
