Why does hp 1315 all-in-one printer prints always test page before the specified one?

It shouldn't, I would uninstall then reinstall the drivers.

The instructions tell you to take the printed test page and scan it so the printer can adjust quality. Then it will stop printing test pages until an ink cartridge is changed and it needs re-calibrating.
