Connecting 1Ø plasma cutter to 3Ø source
Have an Airforce 400 Plasma cutter it will run on 1 dedicated 30 amp circuit, or a 230 VAC single phase circuit , there is absolutely no chance of running it on a dedicated 115VAC receptacle, on a 30A shared circuit with everything else secured, it still trips the breaker every 8 seconds,

So I went to replug it to 230 VAC to find that all the working recepticles in the building are 3Ø, 230VAC or 460 VAC 3Ø. So I called the electrician and asked him if we could just pull two legs from a 460 Ø receptacle. He stuttered a bit, and said he was not sure... He is new, and I'm almost posative that is how most of my equipment is wired... if I attach the appropriate 460 VAC 3Ø Hubbel plug to the plasma cutter this will leave one Blade of the plug dead, the plasma cutter cord only has three wires... will this give me acceptable power, if not, how can I get 230 VAC 1Ø

This is NOT within the scope of DIY work. PLEASE get your electrician to wire this. If you do not trust the guy you called call another.

You absolutely CANNOT get 230v single phase from a 480v source. If the machine cannot be wired for 277v or 480v single phase then you need to have a step-down transformer installed.

Sounds like time for a QUALIFIED electrician, and not allow this guy on the property again.
