I need instructions on how to sharpen circular saw blades and bits

Unless you are trying to learn the skill of a saw sharpener, it's not worth it. Take it to a hardware store and have it professionally sharpened. If it's carbide tipped you won't have the tools. If it's just a steel blade, throw it away and buy a carbide tipped blade. A good 7 1/4" circular blade cost about $10.
