My question is I have a heat pump unit when I turn off the thermostat the fan on the unit stays on what would cause this.

First check to make sure the thermostat is set to automatic and not on for the fan.

If that is not the problem then the fan relay in the inside unit is stuck or defective.

If the fan is staying on outside unit then the contactor outside is stuck closed.
