The signature is tough to figure out! The style of the script looks european to me.

First to the topic shown on the print, it's a european town/village with lots of snow, so its not in the UK (they have usually vrery little snow)... the scripture is "kurrent" a commen one in Germany & Co up to the 1940/50s
The title itself is in german "Winterabend in Hohenberg" ("Winter-evening in Hohenberg") and the signature is a bit tricky, something like J. Neuhard(t) or J. Neidhard(t)...
