This painting was bought during a gallery closeout and the artist was never known, can someone give any clues as to who the artist might be? Thank you.

I am sure it's a painting. Artist may be a difficult to find but hope someone has some clues. Perhaps clues on the time frame of the painting, possible recognizable through the skirt detail.
