If you are operating as a sole proprietorship, you can use your SSN and get 1099s from your clients.

Whether you register your business is often a matter of local laws.

TY ScottGem,that is what I thought,just wanted to make sure,so I don't run into any tax problems. I checked with my local business adm and I don't have to register the name.

You asked whether you needed to be LICENSED in order to get your tax ID. The answer to that would be no, but you DO need to be properly LICENSED to your state and local governments satisfaction and for THEIR purposes.
