Main thing in movie is that you use time or should I say - hours from you life to buy things.
If you would like to buy something in the store and price would be (for example) 3 hours - so you use that 3 hours from your life to buy that thing.
All people have some devices (installed at birth) that turns your biological clock into mechanical and with that device you control incoms and outcoms of your time (money).
Anytime you want, you can check how much time you have left so when you do, voice would say:
32 years, 27 days, 46 minutes, 17 seconds etc.
So that would bring awareness of what and how with your remaining time.
You can also gamble with time, win as a prize, you can pay your holiday - everything!
When you bankrupt, you die.

I still think of this one often. It was a short movie, packed with a couple of others when I saw it on VHS. That may help if you try finding it somewhere since by itself it doesn't appear to be around anymore.

Luckly I'm working in a great distribution company and we too have TV station so it was't too hard..
Tomorrow I'll speak with them so we'll see what's going to happened :)
