    Can a convicted felon apply and receive a passport? My dad has a felony on his record from 35 years ago and has been a model citizen since.

    Yes, a passport is (simply) a form of Federal ID - the question is where he intends to go, will the other country issue a visa.

    It varies from Country to Country.
