I have a daughter that I haven't seen in more than 2yrs I really love and miss her but I think its time that I need to just sign over my rights but I don't know the first step to take

You can't just sign over your rights. If you miss your daughter why aren't you in her life?

Are you the mother or father? Your rights can be terminated if she is getting adopted. If you want to see your child you can go to court or contact the other parent. Is there a child support order in place?

What do you think terminating rights will get you? If you are not using those rights, then you have, effectively, terminated them.

But to legally terminate them is extremely difficult. I moved your question to the Family Law forum. If you browse this forum you will see the same question asked over and over. I suggest you browse through some of these threads and learn from them.

It's almost impossible to sign over your rights UNLESS someone wants to adopt the child and even then the other couple - in most cases - has to be in a stable marriage of over 1 year.

Why haven't you seen your daughter? Is there a custody order and do you pay support? Go to Court and either revise the current Order, get a new Order or as that the Court hold your ex in contempt for failure to allow to follow the visitation Order.

I see no legal advantage - if you could relinquish your rights - in doing so.
