What happens if you have a warrant for 10 years lived in a different state and never got in trouble and wants to turn himself in?

The warrant is still active since you violated your probation. You need to contact an attorney in the state where the warrant was issued and make arrangements with the attorney to turn yourself in so you can have your probation violation hearing.

There are 1000's of differences in various laws and rules between states, most are minor and at times even withint the state there can be some variation in procedures between courts.

As for a warrant, the rules on that warrant has nothing to do with the state you are living in, or have lived in. The laws of that state where the warrant is, will always be over the warrant.

A warrant never runs out, and to make it worst, if it is a probatoin violation, and you have not already turned yourself in, the courts will not always take this lightly. Unless you do turn yourself in, and work out a deal with the court
