When initiating negotiations with a bank for credit card debt forgiveness, with whom (title) should one be corresponding with (Teller, Bank Manager, Loan Officer... )?

You should talk with the Finance Manager. I am sure they will refer you to their credit manager.

You would talk with a Loan officer or bank officer (definitely not a teller).
