Well all houses are owned by someone, there is no homes you can just take the deed and own it. An estate may own the deed, a person who has not accepted any offers may own a house, or the state may have taken the house for back taxes, and 100 other reasons.

So if you see a empty house, you go to the court house and check with the recorder of deeds and see who owns the house, and see if there is a lien or mortgage on the property.

You then go to the property tax department and see who is listed to be billed for the taxes with their address.

This gives you the owners name and the name of who was paying the taxes with their address. After that you can see if there is any taxes due on that property.

So you contact them and try and buy it from them if they are willing to sell.

If the property is owned because of back taxes, in most places the tax office holds a auction once or twice a year to sell property ( or sell tax certificates) at the court house steps.

You don't have to be a real estate agent to do this.

If you wish to learn about real estate, talk to any real estate office and they can supply you the name of the schools they send their agents to, along with approved online courses in some states.
