Bond money held until 18th birthday
My daughter's father (deceased) had a bond from cook county courts. When he passed away I was able to get the bond money back; however it would be held until my daughter turns 18yrs old. I tried to get the money once before when I really needed it for a utility bill ,but the judge denied me. Now, my daughter is having a coming of age celebration and she would like half (10k) the money to help me since it is only us. I am a single parent and I work everyday. I tried to get a loan but, my credit isn't any good. I need to know who to talk to for help with this issue. The money has been held in a savings bank for about 13years.

Nope, esp for a party, if she had to have life saving surgry and maybe even not then. When it is set to be paid at 18 in a trust that is when it will be paid.

And if you have no money, you don't need to be having large celebrations, most people don't
