    Is there a federal program that recognizes a limitation on depriving a ex-offender of his equal ooportunity employment rights?

    You have posted this question 3 times. No, there is no specific agency. If you are looking for a position which requires a background check and you do pass the check, that is not discrimination.

    Without more details it's hard to answer this question.

    You apparently think that exconvicts are a protected class of people like blacks, or Jews, or women. Members of THOSE groups CANNOT be discriminited against because of their identity. EXCONVICTS, on the other hand, CAN be discriminated against because of their identity.

    You do not enjoy equal employment opportunity rights.

    Don't feel bad, though. NOBODY has the kinds of rights you're talking about. If a PERFECT candidate for a job shows up wearing a RED tie, the owner can refuse to employ him because he wears RED ties. That ain't fair. Ok, the world ain't fair.
