How would I go about filing child abandoment on my husband, when he is still in the home, and refusing to leave, but also not taking care of his family the way he should?

I'm not a legal expert, but if he's still living with his children then he hasn't abandoned them.

Who's paying for the kids needs, the mortgage or rent, food, school, clothes, car etc? Is he not helping out with anything?

You could probably file for separation, or divorce and then have him evicted until a judge decides who gets what.
