Signed birth certificate (not the father)
Two weeks ago I signed a birth certificate in Texas and a few days I later I took an informational paternity test. The test came back negative... 0 percent that I am the father. I went to open a case in the child support office and they refused to open up a case because they said that I already knew I was not the father and need to hire an attorney... is this right? The mother of the child informed me that she went and opened up a case a few days ago... how long does it take for the child support office to contact me? Should I seek legal help?

You would be helped greatly by getting a lawyer. Why did you sign the because if you weren't sure you were the father? By doing that you legally said that you were the father. So unless you can prove otherwise and a judge will accept it you will be liable for child support.
