It doesn't work that way. How old are you? Why are you thinking about doing this? What about your parents? Please give more info.
It's not that simple. Because she's ONLY 18, simply because she is an adult doesn't mean that she is fit to be a parent. The courts can decide this. If you want to turn your parents in (which you should) chances are you'll go into foster care, or a closer family member. I know there will be other members here that can answer your question better than I can.
I'm afraid that the decission isn't up to you, that's up to CPS. If you turn in your parents and CPS finds enough evidence of abuse then they will remove you from the home, but not to the custody of an 18 year old.
There is careful screening done for both foster families and adoptive parents. No court is going to give custody of a 14 year old child to an 18 year old child.
It's up to the courts, not you, that's the way it is.

Unfortunately, you cannot decide to go to CPS and "give yourself up" to become a foster child. CPS has to make this decision based on several factors of your home life. Plus, its unlikely a court would allow an 18 year old to adopt a child, or teen (not sure of your age) especially if the court knew you were friends.
