There is a little girl who has a mirror in her room and she travels to a different land and she meets a guy who is made of newspaper. They get on a train and they go under water and over land that is all that I can remember its from the 80s please help and I've already tried alice and looking glass and that is not it please help

Yes Alice in Wonderland TV 1985 would be what I suggest. I distinctly remember the newspaper man on a train with a billygoat man too.
