How think should I make a concrete slab for a hot tub? Should I use any more stregthing in it then a metal screen/fence in bottom of pour?

Unless required by local code you do not need to do a pour. I set mine on a pad made of 2" patio block layed on limestone screening. If you must pour do 4" with cement that contains reinforcement (microscreen) or a wire mesh.
