I read in my history book that the chiefs kept there people together and ruled them but it never said how. I know the erly civilizations had rule s and punishments but I don't see how they got the people to stay together in the first place. Also I don't know how the chiefs of the 4 river civilization kept the people together as far as I know there were no laws or rules back then.

Please help if my question is confusing I will verify.
