I am caring for 2 puppies that are roughly 3 weeks old that the mother will no longer feed. When will they be able to fully see and any advice on this?

I don't know what you mean when you ask if they will be able to see - ?

I assume you mean when they will open their eyes; depending on breed and even from pup to pup they normally open their eyes between 7 days and 2 weeks of age. So if the puppies are 3 weeks as you say they should have already opened their eyes, or be well on there way.
