    No hot water
Just converted from gas to electric water heater and worked fine for a couple weeks and now no hot water. It is a double element heater and have 220 to top element but only 110 to bottom. Is this a sign that element is burned out?

Probably, but it would be the upper element. Elements work one at a time, upper one first I believe. Disconnect leads to elements and check for continuity across element terminals.

Well by golly you were right, turned out to be the top element burned or corroded completely off on one side. Thanks for your help...

Richard, put your test meter back on those lines and tell us the exact reading you get on each line. Thanks, Bob
