Usually this happens when the float in the carburetor is sticking, allowing gas to overflow the bowl... Start there. Floats can start leaking, fill with gas and inoperate properly because of that. How old is the mower?
Just read in another forum that the new gas that we are buying causes the valve seals in the carb to deteriorate and the fuel line to breakdown and cause the needle valve to stick. He claims it's a 50 dollar fix
How do I change the belt in my troy bilt lawn mower
It could also be the metering rod stuck and not reacting to the bowl float shutting.
If the float isn't sticking go to the metal tang that operates the metal rubber tip plunger that steats to actually shuttoff the fuel supply to carb.
Many times we see the float not stuck and adjusted right for height but over look the actual seat to shut off the fuel to bowl.
