Looking for a movie about a nuclear war. It's made in the late 70's or early 80's. All I can remember about is a nuclear war takes place in the united states and a man has a fall out shelter built below his house. I think in the movie he gets a phone call about the bombs being launched. He lets someone in his fallout shelter and then kicks them out, I think.

It might be possible you're thinking of a Twilight Zone episode, where the man was on the phone when the bomb went off and he rushed into the shelter with his friend.

His friend eventually left the shelter and when he tried to get back in, his buddy wouldn't let him because he was in the outside radiation.
