The hot water that runs from the bathroom sink and tub is only luke warm. However the hot water running from kitchen sink is hot. Why isn't all the water hot. It is a brand new tank installed and the old one did the same thing?

It has nothing to do with your heater and everything to do with your mixer valves. I'd be more certain if it was just the tub that got plugged but both bathroom valves could have clogged with the same debris. Remove and clean the aerator on the sink, tell us if you found any debis in the aerator. If found then remove the tub mixer and clean the cartridge or valve.

What kind of hot water tank do you have here.. Is this a gas or electric water heater or is this a storage tank with indirect source for heating the water (like a boiler)... let us know...
