If you are old enough to be having sex, ( of legal age) you date for a while, and over the weeks and months of going out you get to know each other to the point of wanting to have sex with each other.

Maybe he is not ready for the commitment sex takes as it is seen as a huge step. He might not feel he is ready for a change of that magnitude and wants to wait and see the relationship grow. My question is, why are you in such a hurry?
