Who is eligible to apply for a Charity Car?

I know in this area most donated cars don't actually go to people free. They go to specific car lots and are sold and the lots that sell them give a percent of the money to specific charities.

I know of some church groups and other non profits that help people with cars as long as they meet cetain guidelines
