Why can rap artists say bad words on the radio and rock can not?

What kind of bad words do you mean, please? You don't have to and really can't list almost any kind of words that are profanity here. But, what kind of bad words do you mean?
Asking about "bad words" in your question that you might have heard on the radio could mean a lot of things. Are you asking about bad four-letter words or the language that is used to describe a certain kind of culture or state of being of some kind, like sentences and phrases that a group of people might use to describe others or themselves? Maybe the sentences that are used could also be put downs on others? I don't know...
In general, rap music is going to have more profanity because of the trends involved in the subject matter of most rap that is around. Not all rap music has profanity in it though. Compared to rock music, rap music hasn't been around very long at all if you compare the number of decades that each has been in existence. The subject matter over all of rock music tends to be much broader than that of rap, so the likelihood of hearing profanity used in it on a regular basis wouldn't be as likely.
In the U.S. during the 1980's, it's my understanding that certain kinds of profanity could be used on the radio and T.V. but not all kinds of profanity.
