What are grounds for a restraining order?
Does it cost anything to file a restraining order against someone, particularly someone who is out of state amd keeps leaving harassing messages on my phone. Do I need to keep the messages for proof?

    Hello riv:

I don't think you can get a restraining order on someone who leaves harassing telephone messages and who lives out of state. Restraining orders are for people who are in real danger. You're not.

Yeah, it costs something to file, but not much. You could certainly try. If you do, sure you need the messages.

You need to report the harassment to the police or a local prosecutor. They will file for the RO.

I'm visiting another state and have been getting harassing text messages & phone calls from someone in that state. Can I get a restraining order while I'm here?

Not unless the messages are life threatening. Don't answer the phone if you recognize the caller to be the harrasser. When you get home change your cell phone number.
