The pipe from the catalitic converter to the manifold rusted and droped to the ground. There is some sort of ring that had 2 bolts that rusted off. The pipes are in tact and so is the manifold pipe. How do I reconnect the two together?

The part that broke was the weld and the ring was part of the pipe, so your only solution is a muffler shop.
