There was movie, I think it was back in the 80's, it was a marshal arts movie that also featured Busta Rhyems as a bad guy. The main actors brother I think gets killed by Busta. The main actor & busta spar off at the end of the movie with Busta having this blue or green glow around him. The main actor to beat Busta gets some other glowing light around him.

Are you sure it was Busta? According to IMDB he made his first movie in 1993.

Im not quite sure. I think I've seen one of the parts in that movie in one of Busta's film clips for one of his songs...
He has this angry/crazy look & yells "Im the strongest or I'm the greatest!" or something like that...
He was a black dude with the dreadlocks and I swear to god looks identical to Busta.

I don't know about the Busta rymes thing.. but... The movie you are looking for is called The Last Dragon. The bad guy is Sho-Nuff played by Julius Carry.
