    Are you in Bankruptcy?

It's a form which asks you to list assets which cannot be seized to pay a debt/Judgment in your State. The exemptions are by State Law.

The NC exemption list is by law (of course), rather complicated and extremely lengthy and confusing.

No bankruptcy... its for a judgment from a creditor that's trying to collection on a debt.

Then that's what they are asking you - citing NC law, what is exempt from garnishment/lien/collection.
