    Who can serve a 3 day eviction notice on a teant in ny state and what is the procedure for this I was told that no one connected to the property owner or anyone woeking for them can do this

    I think you might have the 3 day notice confused with the actual notice once the eviction is filed. The 3 day notice is just the owner / manager telling you that you have 3 days to pay or move out. THEN, if you don't do either one of those things they would go file an eviction suit against the tenant. That notification would then be served by someone hired by the court.
