Transferring from one federal prison to another
Does anyone know if it is possible for an inmate to request a transfer from one prison facility to another?

If it is possible, how would they go about that?

Also, if it is possible, are there any extuanating factors that will help get the transferred approved, such as elderly father in poor health and trying to get transfer closer to home so that elderly father can visit.

I am asking for a friend and I really have looked everywhere I can think of to find an answer.

The have a correctional couselor assigned to them the request would go though them. But assignment of prison is based mostly on security levels, on needs of the institution, even to racial and ethnic balance of inmates.
So while a request can be made, often they put little concern on them.

    Hello farmgirl:

It is ABSOLUTELY possible for an inmate to transfer, and the reasons you give ARE germain.

Security issues too, are germain, so he'll have to have the same security level and custody level as the prison he wants to transfer to.

He needs to obtain copies of the particular policy and prodedure manuals, but he's going to have to request them. They don't just hand them out. Because if they did, everybody would know how many times their rights were violated.

He will need a clear conduct record first, because if not, they'll use that as an excuse to say no. Assuming there IS a prison that meets the BOP's needs near where he wants to go, then he first fills out an inmate request form. Of course, they're going to say no... That IS the first word out their mouths when an inmate requests something. Therefore, it would better if he understood the rules and the process, so that when he appeals by filing a BP-9, he needs to TELL the authorities that he MEETS the criteria for transfer as published in paragraph XX in such and such policy manual.

When it's spelled out like that to them, they'll have a very hard time turning him down. Of course, they probably will again, and he'll have to appeal again.'

Nobody said this was going to be easy.

If they don't have room for him at the prison he wants to be transferred to, then all bets are off. Sorry. They won't just miraculously make room just because he wants to go there. He can ask all he wants. May take some time to accomplish though.

The Feds are notorious for moving you around anyway regardless of where you want to go. They like to play musical prisoners. They might even hold your friend in a secured federally approved County Jail if they want to depending on his level of security or how crowded they are in the Federal Prison System.

Thanks all for the responses. The inmate has been in the same facility for 6 years. The only trouble that I am aware of is right after he went in, he allowed someone else to use his "code"(I really don't know what it is called) to call home, because that other inmate didn't have any money in his account. I really don't know if this went on the records that counts against him, because he said he gets X days marked off for good behavior each year and he has gotten his full days each year marked down.

I know that the facility he is in is a Low Complex.

I'll pass on the information you all have provided, and I thank you again.
