You don't necessarily need to lose any weight you need to do sit ups to firm your stomach.
I constantly go from 139 to 128 lbs and my stomach remains at 31 inches.
I would love to get to a 27-28 inch waist but I know it ain't going to happen unless I firm my stomach with exercise.
The weight will come off with the exercise but the inches/cms will not come off without exercise.
