I chose not to have any contact with my biological father, and have been raised by my step dad since I was young. I was wondering if my step dad could adopt me without my real dad's consent if I am over the age of 18.

If you are over the age of 18, yes you can have your step father adopt you without the consent of your biological father. My niece is currently going through this process.

If your state ( if in the US) allows for adult adoption, yes you can have him do this.
