Leasing company is charging carpet replacement charges for few stains

I was resident of apt #2708 in Piedmont apartments in Bellevue WA 98007 since May 2006 and because of renovation of apartment I have been asked to move out of the apartment and have to move out to #1207.
However the apartment I moved in not in good shape the carpet has many stains and color of the carpet is very bad, according to us it must be replaced, but it has been not.
Lisa the leasing agent asked us to take or not to take on lease of 1207 on move in date i.e. July 26th 2008, which is not possible at all to find apartment in a day, and secondly even if wanted to do so she said we would get our $ 200 paid towards booking the apartment( We have $200 considering I will get nice and clean apartment). So we had no choice but to move in.
There are still huge black, paint stains all over the apartment and one big stain in dining area. Also the may other things in apartment was not fixed on time and people were working the day we were moving in, which caused difficulties while moving in (Maintenance people were painting the house, fixing fan for 3 days, fixing bathroom problems, when we were moving, that should been ready before we move in). If we ask single question Lisa would just say whether you want apartment or not. Also I paid 6 days rent for apt 1207 at 30 day month i.e. $239.
Now we received the our move out inspection charges and we have been charged as following
general cleaning $60
carpet charges for replacement $732.47 (I still do not get it, how can they charge so much for just few yellow small stains , also when they can not get us new good carpet in new apartment how can you charge that for old apartment)
unpaid utility
$109.69 (I have asked for explanation of this I have already water sewage charges for June)

Refundable deposit $300
Rent Refund $183.37 (1140/31* 5, this is totally wrong first of all I should get 6 days (from 26th July to 31st July) rent i.e. 30 day calendar month, as they have have charged with same rate for new apartment so I should get (1140/30*6 = $228)
So, I see some problems here one is about Rent Refund, and bigger problem is carpet replacement for 2708. I don't think we should not be charge this much for just few stains in dining area, considering carpet they gave us in 1207 is worst than apartment we moved out i.e 2708, so we should get new carpet in 1207.
Lastly as I am loyal customer of Piedmont from last 26 months and referred many people here with the mouth of word, I think we should be treated better .
We are being victimize by this new management i.e. hsc communities when we moved the management Fairfield properties was so better. Now these new management has been black mailing the customers as there are very few apartments available in tis area in summer and taking the advantage of poor customers. Everyone who is living here has same problem with management.
